Requirements The Defense & Maritime Business Unit currently has an opening for a Senior Business Analyst.

JOB DESCRIPTION: SAIC requires a Senior Business Analyst for our team that can contribute substantial domain expertise toward the continued success of the project. The successful candidate will perform the following: Lead business process re-engineering efforts for passport modernization using a systematic approach to BPR efforts that included conducting facilitated sessions, preparing stakeholders ahead of time by preparing “strawman” process flows, business vision and objectives, project charters, stakeholder agreements, and session agendas. Work with stakeholders to define the “to be” business processes typically through a series of facilitated sessions to “flesh” out the current business processes including business activity goals and scenarios to achieve (areas of reengineering).

Scope: The ideal candidate will have over 8-10 years of experience supporting Federal Information Technology (IT) programs. Experience should include program management of full System Development Life Cycle (SDLC) mulit-million dollar projects from initiation phase (business case analysis, feasibility studies, cost/benefit, etc.) to system migration, integration, and system retirement. Assist the SAIC team in identifying, analyzing, and monitoring status, issues, risks, and other aspects of the project from a business or customer perspective. Assist in developing appropriate risk mitigations and issue resolutions. Interface with customer and other vendor management to assess, monitor, plan, and report on project activities and results. The position may entail communication with multiple levels of the State Department on the customer’s behalf as directed. Prepare professional program briefings and progress reports that may be viewed by all levels of customer management and applicable Federal agencies. Participate in and/or lead meetings with customer staff, SAIC team members, and other project stakeholders.


REQUIRED EDUCATION/SKILLS: Bachelor's degree or higher. For research development system integration/projects with high technical content a B.S. in a relevant technical field may be required. For projects with lower technical content (e.g. services or transactions) a business administration or other degree may be preferred. Project Management experience required. Possess 8+ years of experience working on projects/programs with at least 4 years serving successfully in positions of major responsibilities such as Deputy Project Manager or Chief Engineer.

DESIRE SKILLS: Recent hands on exp with full lifecycle implementations of systems using Rationale Unified Process (RUP) with Rational and Use Case tools with Requisite Pro. Ability to understand & translate all business and user requirements. Business Process Reengineering (BPR) expertise. Experience with creating, defining, and documenting workflow diagram processes. Project change management experience with facilitation of training and communications. Experience with SEI CMM techniques.
