This whitepaper sourced from the IIBA website covers how to set up a center of excellence for business analysis.  "A Center of Excellence targeted to support business analysts can serve to directly improve their skills, increase the quality of requirements and, ultimately, increase the quality of delivered solutions. Such a center may be called by various names – a Competency Center or a Business Analysis Community – but its purpose is the same – to enable business analysts to do their job effectively. Throughout the remainder of this paper, we will use the term Center of Requirements Excellence, or “CoRE”, to refer to this kind of organization, since excellent requirements are the ultimate goal."
