DESCRIPTION:Catalyst for Payment Reform’s Health Plan User Groups (HPUGs) offer a forum for a substantive and nutrient-rich two-way dialogue between CPR Members and Coalition Partner Members on a variety of current and high-priority topics. \nIn the Q3 HPUG meetings\, plans will share their strategies for improving health equity and reducing disparities in access\, treatment and outcomes. \nHealthy People 2020 defines a health disparity as\, “a particular type of health difference that is closely linked with social\, economic\, and/or environmental disadvantage.”  Trend data from 1999-2018 show a widening gap in the prevalence of chronic conditions between people of color and non-Hispanic white Americans.  Moreover\, while the full impact of the COVID-19 pandemic – not only in terms of disease burden\, but also in terms of its effect on health disparities – is unknown\, Kaiser Family Foundation research finds that “the pandemic has taken a disproportionate toll on the financial security and mental health and well-being of people of color\, low-income people\, LGBT people\, and other underserved groups.” \nThe opportunity to improve health equity relies on collaboration among health plans\, purchasers\, and the health care delivery system.  Addressing health disparities must begin with understanding the nature and scope of the problem.  Purchasers need data from their health plan partners to formulate strategies and adopt programs to improve health outcomes across their covered populations. \nMembers will gain insight into how health plans are currently measuring disparities as well as key findings related to the data. \nIf you are a CPR Member and do not have the meeting invites on your calendar\, please reach out to Ryan Olmstead\, director of member services. \nContact us if you are interested in learning more about CPR Membership.

DESCRIPTION:  \nAfter a decade of pushing for greater transparency and payment reform in health care\, employers and other health care purchasers need to know how the latest federal policy developments impact these efforts.\nEmployers and other health care purchasers have pushed for over 10 years to have greater transparency into health care prices for themselves and their plan members.  This push has made it from the commercial sector to state legislatures and now to federal law.  But now that a federal law has passed\, will we ever see it fully implemented? \n  \nFew are fans of the practice of surprise billing other than providers who stand to enhance their revenue. A new federal law prevents surprise billing\, but will the arbitration process for paying out of network providers truly lower spending? \nWhat about payment policy for telehealth?  Many states now require by law that virtual visits be paid at the same rate as in person visits.  The federal government established payment parity as part of the Public Health Emergency. In some cases\, telehealth payment parity may make sense\, but in others\, it could simply serve as a permanent\, unnecessary increase in health care spending.  Will parity lead to a permanent cost hike? \nLooking ahead\, what will the Biden administration or the other branches of the federal government do about anticompetitive behavior by health care providers with strong market power? How can purchasers contract for health care services and advocate with lawmakers to ensure smart policies are in place? \nIn this webcast\, CPR’s executive director\, Suzanne Delbanco\, will describe how CPR and its members have helped to change health care using their influence in the market and how public policies have the potential to bring their efforts to the next level.  Then\, Katy Spangler of Spangler Strategies\, will update attendees on the latest developments in DC around price transparency and surprise billing.  Following Katy\, Tracy Watts\, Mercer\, will share federal updates on telehealth payment and efforts to stem anticompetitive behavior by health care providers.  We will leave time at the end for audience questions. \n \n  \n \n  \n

SUMMARY:Anchoring to Medicare: Can Reference Pricing Turn the Rising Tide of Health Care Costs?
DESCRIPTION:Thursday\, April 29 from 2pm-3:30pm EDT/ 11am-12:30pm PDT\nAccording to the Health Care Cost Institute\, approximately 75% of the increase in per-person spending in the U.S. is explained by growth in prices for health care services\, as opposed to increased utilization. Reference-based pricing presents a new opportunity for purchasers to attack health care cost inflation at its root. \nUnder a reference-based pricing (RBP) model\, a vendor sets a maximum price it will pay to providers for individual health care services\, which is usually expressed as a percentage of Medicare rates.  If a provider refuses to accept this price and/or bills the patient\, the RBP vendor will negotiate payment on the patient’s behalf.  Purchasers have historically been skeptical of RBP – why would providers accept lower rates from vendors than from health plans?  Is this just an invitation for a deluge of balance billing?  CPR dug deep into these issues to understand the risks\, rewards and feasibility of RBP models. SUMMARY:The New Evidence Behind Direct-to-Employer Bundled Payments
DESCRIPTION:Wednesday\, April 21\, 2021 from 2:00-3:00 pm EDT / 11:00 am – 12:00 pm PDT\nWhy new Health Affairs study on bundled payments has purchasers talking  \nJoin CPR\, a panel of purchaser representatives\, and lead researcher\, Christopher Whaley of the RAND Corporation for a free\, 60-minute webinar exploring the first-ever independent evaluation of a direct-to-employer bundled payment program. \nFirst\, Ryan Olmstead will introduce CPR’s work on how the pairing of bundled payments with a Centers of Excellence benefit design can transform health care delivery and the importance and qualities of a strong independent evaluation. \nThen\, Christopher Whaley of the RAND Corporation will provide an inside look at his recently published study on Carrum Health’s prospective bundled payment program for self-insured purchasers. The research found that\, after implementation of the program\, episode prices for three selected surgical procedures declined by $4\,229\, a 10.7% relative reduction. Employers captured approximately 85% of the savings\, or $3\,582 per episode (a 9.5% relative decrease)\, and patient cost-sharing payments decreased by $498 per episode (a 27.7% relative decrease). The study analyzed the following surgical procedures: \n\n\n\n\nspinal fusion (DRG 455)\,\nmajor joint replacement (DRG 470)\, and\nbariatric surgery (DRG 621).\n\n\n\n\nFinally\, a panel of employer-purchaser representatives\, including Sidney DiDomenico of PRISM\, Jon Camire of Equity Healthcare\, and Wendy Smith of Aon\, will react to the study findings and share the opportunities and obstacles they see around increasing the use of bundled payment for self-insured employer-purchasers. These “User Group” meetings also offer the health plans an efficient means to deliver information to participating purchasers\, which include both current and prospective customers.
